[Ops] Performance monitoring

Hi Everyone,

Would it be possible for the projects that monitor all of the VO
services to also include performance numbers?  They are already doing
regular tests of the services, so this would just mean that they
report the time to get a result.  The numbers would still require
interpretation, but at least it would be something to start with.
Being able to see overall trends in performance and spikes in response
times would be immediately useful.  Also, seeing the difference in the
response times between Europe and North America would be nice.
