[Ops] RofR access URL change

Hi all,

We would like to announce a change to the Registry of Registries access
URL, as was discussed with Theresa and Markus, in order to make it platform
independent.

The new URL is http://rofr.ivoa.net/oai

The old URL http://rofr.ivoa.net/cgi-bin/oai.pl is still available until
everyone that is using it has a chance to migrate.
