[Ops] VO Operations Status Summary: September 22, 2015: Registry of Registry problems

Looking at the NAVO monitor service 
(http://heasarc.gsfc.nasa.gov/vo/monitor/stats.html) for the period 
September 7 to September 20 reveals one critical issue and a couple of 
major sites where temporary issues have been corrected.

The Registry of Registries currently hosted at NCSA which has been down 
for several days.  We are attempting to contact the responsible parties. 
  A move of the RofR to the CfA is underway but has not yet been 
accomplished.

Over the past couple of weeks, some SDSS links were not working although 
the underlying SDSS capabilities were up.  the SDSS offers a link to the 
latest SDSS release which is redirected automatically.  This redirect 
failed for a couple of weeks but is now fixed.  Links to specific SDSS 
releases (e.g.s, SDSS V12, or SDSS V7) were not affected.

Some issues with one of ROE's  storage systems brought their uptime 
stats down a bit from their usually high level, but these have been 
corrected.
