Announcing pvvo v1.3 release

Dear IVOA,

Announcing the release of pyvo v1.3:

The main functional change is the bug fix:
- Handle custom terms in datalink.bysemantics again. For more information see PR 299 (https://github.com/astropy/pyvo/pull/299).

Pyvo developers please note that the development and build infrastructure no longer uses the astropy-helpers submodule.  For more information see PR 290 (https://github.com/astropy/pyvo/pull/290).
