Vocabularies in the VO version 2.1

Dear VO community,

There is now a proposed recommendation of Vocabularies in the VO,
version 2.1, for public review at

https://ivoa.net/documents/Vocabularies/20220801/index.html

The normative content is unchanged against 2.0, but the appendices
describing the technical implementation of the procedures have been
updated to reflect the fact that we have moved to github (which has
already happened).  This concerns appendices A.3 and C
(https://ivoa.net/documents/Vocabularies/20220801/PR-Vocabularies-2.1-20220801.html#tth_sEcA.3,
https://ivoa.net/documents/Vocabularies/20220801/PR-Vocabularies-2.1-20220801.html#tth_sEcC).

If you could have a look, that would be most appreciated.

Unless a need for major updates or corrections is found, I would plan
to move this to RFC in six weeks.
