ObsLocTAP 1.0 RFC process started

Dear DM WG, DAL WG and IVOA members,
The data model and data access layer working groups are pleased to
announce that the ObsLocTAP
(Observation Locator Tabular Access Protocol) 1.0 Proposed
Recommendation is starting the six week
Request for Comments period from the IVOA community.

This standard defines the discovery of planned observations from
astronomical observatories,
creating a synergy between IVOA and operations centers.
