MOC 1.1 RFC now through July 29, 2019

 Dear IVOA Colleagues,

The Request For Comments (RFC) period for MOC 1.1 has begun, and will end on July 29, 2019.  This new version adds formal support for ASCII MOCs.

Please add all feedback and/or TCG votes to the appropriate sections of the RFC page (https://wiki.ivoa.net/twiki/bin/view/IVOA/MOC11RFC), which also contains additional information about the implementations and validator.
