VOTable 1.4 RFC now through July 19, 2019

A new draft of VOTable 1.4 has been posted.  The only change is to correct the document status (Proposed Recommendation instead of Working Draft).

    The Request For Comments (RFC) period for VOTable 1.4 has begun, and will end on July 19, 2019.  This is the last step prior to VOTable 1.4 becoming an official Recommendation.  Comments from all will be welcome throughout the RFC period.  However, since the TCG is expected to enter their votes within that same period, I recommend entering your feedback as early as possible so that it gets full consideration.
    
    Please add all feedback to the appropriate sections of the RFC page (https://wiki.ivoa.net/twiki/bin/view/IVOA/VOTable14RFC), which also contains additional information about the document in progress, implementations, etc.
