New SODA PR version

Dear all,

      Taking into account  the comments and remarks made on the RFC page 
a new SODA PR version has been prepared by the 5 authors and is now 
available there. <http://ivoa.net/documents/SODA/20170207/index.html>


Please have  a look if you didn't do it before. Most of the WG have now 
provided an advice, but some feedback is still needed to achoeve the 
process.
