VO-DML - PR period start

Dear all,

  Please find the VO-DML Specification proposed recommendation here:
    http://www.ivoa.net/documents/VODML/20160923/index.html

  The specification is quite mature and has broad agreement within the DM
  working group.  We encourage broad review and discussion.

  As agreed at the last interop, we have prepared a "Beginner's guide"
which can
  accompany the specification to assist data modelers in getting started
generating
  VO-DML compliant models.  The current expectation is that this document
will
  proceed through the IVOA Note process.  We attach the current draft here.
  Comments/feedback on this document are also encouraged.

  We will begin preparations for the RFC period which will begin in
approximately 2 weeks.
