RegTAP RFC

Dear IVOA,

The Registry Working Group calls a Request For Comments on the Relational Registy Schema Version 1.0, otherwise referred to as RegTAP,  draft standard.  This standard supports the discovery of the registry data as an underlying model for TAP based queries.
