(Second) RFC for Photometry DM

Dear IVOA members,

The IVOA Data Model Working group announces the start of the Request For
Comments (RFC) period for describing the IVOA Photometry Data Model
(PhotDM - Version 1.0). 

This is the second RFC period for this data model that includes some
changes in the UML and comments from previous RFC process but it does
not include the update of the utypes as per the ongoing VO-DML concept.
This exercise will be done in parallel.

The RFC period will run from  04 July 2013 - 04 August 2013. Please make
