VOUnits RFC -- version of RFC document; RFC restarted

The VOUnit document at <http://www.ivoa.net/Documents/VOUnits/> is now the correct version -- IVOA Proposed Recommendation 20 August 2012.

I've adjusted the RFC dates to run from 27 August to 24 September.
