URI fragments in IVOA specifications

OK -- that's perfectly compatible with the idea of the vstd:StandardKey being a 'secondary resource'.  The document should be clear about that; I'll add text, but if you have text in mind, feel free to add it yourself before me (projects/note-urifragments in volute).
