RFC for SSA-1.1

This message is to announce the beginning of the RFC for the Proposed 
Recommendation "Simple Spectral Access Version 1.1".  The RFC period is from 
April 20 - May 17, 2011.  The page for comments on the specification can be

note: This is a minor update of the SSA spec to resolve inconsistencies 
between SSA and SpectrumDM and to fix simple bugs. There should be no changes 
that make current SSA services invalid.
