VOEvent v2.0 RFC

Howdy!

The proposed recommendation for VOEvent v2.0 was promoted to the RFC stage on Friday 8 April:

Please comment on the wiki page, but less formal contextual discussions are also encouraged on the VOEvent mailing list.  The intent is to press to complete the RFC process in the allotted four weeks so that it can be moved to the TCG phase in time for the TCG meeting in Naples.
