Request for Comments for SAMP Version 1.2

Dear Colleagues,

A new proposed recommendation for the Simple Application Messaging 
Protocol (SAMP), version 1.2, is available for discussion.  The RFC 
period for this PR will run from October 1 through October 28, 2010.

The primary technical change is an extension of the mechanisms for 
specifying the location of a SAMP hub.
