citing IVOA standards

Hi Petr,

After several years of real work on the IVOA standards you are right
that we have to revisit the end of the process, since it seems that
Recommendations are here to stay. I do not think that we lack braves
among those who participates in the IVOA standardization Process,
otherwise nothing would have happened at all.

This will be discussed by the IVOA Standards & Processes Committee
+ IVOA Exec, together with the IAU VO Working Group.
