End of RFC for Maintenance of UCDs

"Maintenance of the list of UCD words" v.1.1

In the 4-weeks RFC period we received 4 comments.

The PR document will be changed accordingly. Then I'll follow the procedure
to move the document to the status of IVOA Recommandation.
