RFC: Resource Metadata V1.0

The Resource Metadata V1.0 specification has been uploaded to the PR area of
the document repository:

I would like to start the RFC period on this document as of today
(29-Jan-2004) with a close date (subject to level of discourse) of
26-Feb-2004.

Comments should be added to the RFC page:

and the document author(s) will respond on that page.

Discussion about any of the comments or responses should be conducted on the
