Scope?

What is the scope and purpose of this working group / mailing list? The
list of priorities decided at the IVOA meeting and subsequently turned
into mailing lists were:

Data Access --> dal
Data Model --> dm
Registry --> registry
Content description --> ucd
Query language --> voql
VOTable --> votable

as well as more technical discussions such as 'net' and 'ws'.

Is this mailing list supposed to create any sort of standard or
documents? Or has it been superseded by the creation of the above lists?
