Almost certainly yes.  That is the latest version that Francois
updated during the Malta interop.  Some of the changes discussed
during the interop have not been made yet, but that is mostly renaming
things slightly:

* instrument_ant_* -> instrument_tel_* (Issue #63)

* s_maximum_angular_scale -> ... (no consensus yet)

There has also been some further discussion on how to represent
extensions in the registry such that they can be easily discovered
(issue #67).  I don't think there is consensus yet on how to do this,
and what's in the PDF just reflects one of the proposals.  That is
probably not the most important issue to discuss from an HEIG
standpoint.
