VOSI 1.1 review

Hi VOSI/TAP implementers,

a prototype topcat that uses detail=min/max is now available at
ftp://andromeda.star.bris.ac.uk/pub/star/topcat/pre/topcat-full_vosi11.jar

Use the "TAP|Metadata Acquisition" submenu in the TAP window to
configure it to use VOSI 1.1 /tables endpoint:

   VOSI11-2step (?detail=min)
   VOSI11-1step (?detail=max)
   VOSI11       (no detail hint supplied)

The default metadata acquisition mode in this version uses VOSI1.1
with detail=max for small services (<5000 columns total) and TAP_SCHEMA
queries for large services.  That should work for both VOSI 1.0 and
VOSI 1.1 compliant services.

If anybody implements a VOSI 1.1 service and uses it, let me know
if it does/doesn't work.
