The latest version of the VOStandard standard (found at http://www.ivoa.net/cgi-bin/twiki/bin/view/IVOA/RegDMStandards) 
  encourages a standard to be registered as a single resource  
document, so the fragment form for the identifier should be fine AFASIK.
