UWS 0.4

Hi,

I have uploaded a new version (0.4) of the UWS document which included  
the new features discussed in Trieste.

Briefly the updates are to;

* introduce a destruction time, which is when the job records and  
storage are destroyed cf. the termination time which is when the job  
execution is stopped.
* alter the way that the job execution is controlled - always via a  
POST to the Phase object.
* add an Error object
* include a preliminary XML schema for the description of the UWS  
objects.
