WSDL/XSD for standard-interfaces proposal

Hi,

I've posted, on the IVOA wiki-web, some WSDL and XSD implementing Wil's
proposal for standard interfaces in VObs services.

I deviated from Wil's text in a couple of places:

 - left out for now features that were challenged in discussion on this list
   (HarvestLog operation; Position and ContactDetails elements in the
   availability element);

 - renamed the getMetadata operation to getRegistration (since other ops
   get metadata and the VOResource is basically a submission to the
   VObs registries);

 - the case of some letters is changed.
