Yes; if they don't then the IVO hardly exists except in name.

Yes; I grant you that's a greater leap of faith, but I don't see why not.
All they are trusting is that the foreign CA works properly aren't they?
And compared with present practice, in which they mostly trust
user-id/password pairs mostly sent by email, this is going to much more
secure.  And after all, it's not money we're talking about, it's just
astronomical data.  The intrinsic value is about zero.  We need to keep a
sense of proportion.
