legacy Uploading of a DM WG old work on TimeSeries

Dear all,

     A couple of years ago a couple of us wrote an IVOA note on 
TimeSeries description and representation with attempst to build a data 
model.

This is now uploaded on the DM WG pages :

    Accessible from the main DM page under the idle "TimeSeries" item.

     This document was lost on volute and doesn't merit to be ported to 
github. However it contains in section 2 the first description of the 
concept of TimeDomain extension to ObsCore, a project which may have 
some future. I don't know any other IVOA note where this has been 
described. Apart from some interop presentations by Mireille.

      Maybe useful to quote this stable URL instead of volute in that case.
