SDM evolution roadmap

All,

I've just submitted a PR implementing the 2 requested changes in the
document.

I think it captures the requested functionality.  I'm happy to take input
on how they are described.. I tried to pull from the discussions for that,
but may have gotten some detail wrong.
I note that in the discussions, there was talk about having a different UCD
for 'order' and 'relorder'.  I did not see any logical way to distinguish
them with the referenced UCD list.
   o the referenced list is not an ivoa.net vocabulary list either.. it may
match one of those versions, but I'm not sure.
   o if someone has a suggestion for this, I'd appreciate the input.
   o also, I'm not sure about the UCDs for UpperLimit and LowerLimit.  I
reused the same as the StatErrLow|High... but thought that maybe it should
not be considered a 'stat.error'?

There is no PDF preview on the rfe branch, I can generate one and deliver
it here if requested.
