[Obscore1.1] update of the PR document following RFC Comments

Mireille,

thanks for addressing most of my points.  There are still a couple
of outstanding issues, I have marked them on my original list 
on the RFC page.

There is an updated version of taplint suitable for this
(PR-ObsCore-v1.1-20160709) version here:

   ftp://andromeda.star.bris.ac.uk/pub/star/stilts/pre/stilts_obscore.jar

The ObsCore-relevant difference between this and the previous public
release (STILTS v3.0-7) is that the ivo-id for the ObsCore 1.1 DM
has been changed to ivo://ivoa.net/std/ObsCore#core-1.1".

Reference implementations: please update the DM identifiers in your
capabilities documents and re-run the validation.  If you disagree
with taplint's assessment of your services please let me know.
