Spectral DM 2.0: TCG review feedback

All,

I've completed the SpectralDM document changes.
The new file has been uploaded to the "Documents and Standards" page, so it
should appear there fairly soon.

I also annotated the RFC twiki page comments:

and updated the Volute repository:
