SpectralDM-2.0 document update.

I have posted an update to the SpectralDM-2.0 document.

This version is posted as an update to the PR, in two weeks (April 7), we
open the RFC process.

The change log lists the updates, but highlights are:
  - Replace figures with UML diagrams.
  - Fold in Observation/Dataset hierarchy as directed from last
IVOA-interop .
    Define generic Dataset as separate section.
  - Converted source document from LaTex to OpenOffice odt.

It 'looks' more different than there is actual content change.
