Obscore minor updates: fixing STC data types re-use

The changes are fairly minor (only a few Utypes are affected in their
subterms, nothing else), and these changes are not expected to impact
current ObsTAP implementations significantly.  Providing a uniform core
for all the data models however is highly attractive.  Since ImageDM,
SpectralDM, and Char/Char2 are all already being revised and the changes
to ObsCore are minor, it seems almost a no-brainer to make this simple
update.    - Doug
