Dear DM group,
 I will be sending out the announcement of the RFC period
for the Spectrum DM as soon as the web page is ready.
The current version of the document will be the proposed rec.
Also, Kelly McCusker has completed the upgrade of our Java library
to match the new spec. The software is available at
