proposed DALI update to case-sensitive parameter names

Hi all,

https://github.com/ivoa-std/DALI/pull/75 will look like it has
wideaspread impact and might be a crazy idea, so please give it some
thought and help to refine it, kill it, or make everything 2.0 ...

my 2c: I think this is the biggest source of friction between legacy
IVOA and modern (OpenAPI) and it is clear we need to do something
