ConeSearch - specific "deprecated" section

Dear DAL,

in the current ConeSearch WD

deprecated solutions, kept for continuity
for REC-1.03 but not aligned to the current
VO scenario (DALI, VOSI, ...), are kept
mixed in the document alongside the expected
final ConeSearch solution.
This makes reading the document cumbersome.

This email is to alert that I'm about to refactor
the document to have the deprecated behaviour
(mainly coming from the "extra-query-args" in
base_url and error response) hosted in a specific
section of the document.
It should make the document more readable.

I set a specific issue on the ConeSearch git repo

https://github.com/ivoa-std/ConeSearch/issues/52

for this task, but before starting I'll wait some
10 days if you have any objections about this
change in the document (it will be quite some work,
difficult to revert, and I don't want it to be
wasted).
