SCS-1.1 internal draft available

Dear all,
I drafted a first version of the SCS-1.1
as an internal draft for the DAL WG.

It's still in an early stage, but it can serve as a base for
discussion. I tried to put in more or less everything,
probably the only missing debated point being the
upgrade to UCD1+.

I'll continue working on it probably more in the second
half of August.
Goal would be to have a status report in Santiago.
