There are multiple groups here at Caltech.  IRSA uses Oracle, SQLite,
Informix, and (in progress) PostgreSQL.  NED uses PostgreSQL.  LSST
uses their own thing which is built on top of MySQL.

FYI, Informix does implement all of the bitwise functions, but as
functions, not operators.
