DataLink RFC period annoucment

It would be good if a small entry in the actual RFC page was made for 
each point so the official response(s) can be entered there. I'm fine 
with discussing first and posting that later, but usually one makes a 
list of issues on the RFC page, possibly heading to the list to discuss 
since normally only the author(s) respond on the RFC page.
