For a bit of background, you could check the discussion over on

The upshot is: The standardID, as an IVORN, should be resolvable in a
registry.  What comes back is a StandardsRegExt instance (as the one
attached to the grandparent of this mail), which keeps track of the
current version(s).  Hence, there should not be a new resource record
for the standard for each version -- as would be implied if we
counted

etc

Instead, the resource record should be amended by whatever entities
are created as new versions are developed.  Hence, the version must
be in the fragment, which leads to the proposed

ivo://ivoa.net/std/DataLink#links-1.0
