release of a new version for the WD Observation Core Components data model and ObsTAP

Hi all,

I already mentioned this privately to Francois and Mireille, but now I'd like 
to stress the attention of the community. Please, when some important points 
are discussed regadring a standard, send a message to corresponding mailing 
lists in addition to wiki page changes. Mailing lists are archived, they are 
easily searchable. Wiki changes are not! And when you [silently] change wiki, 
you cannot be sure that all interested parties will notice your changes in a 
timely manner.
