SIAP and encoding of POS input parameter

Hi Doug,

Thank you for your prompt reply.

Besides the '+' character, we can also question whether we allow
scientific notation ( SIZE=2.5e-3 for instance). You might think I am
too picky, but that is the kind of cases you might encounter when
developping DAL clients or services.

My personal feeling is that it would make sense for the various DAL
protocols to explicitely describe how the values should be encoded, ie
describing what a legal number is.
