TAP RFC

Now that the TAP RFC is closed, I will dig through the mailing list and post 
the main issues on the RFC page, hopefully by tomorrow. Then we may need to 
make some decisions on how to proceed, but since there have been a decent 
number of substantive comments, plus all of the other RFCs we depend on (UWS, 
VODataService, VOTable) are not complete, maybe it would be wise to resolve 
the issues, post a revised draft, and extend the RFC another 2 weeks.

I will try to put in the smaller editorial fixes this week.
