it is not the software that has to comply with the spec, but the service
that the specification describes. In this case, the SSAP (that's a
protocol, not a software) and the services that implement the Protocol,
not the software that produced them.

I am advocating for _collaboration_ and effort sharing, rather than
competition. 

And in this particular case, to not ignore that there are already
existing services implementing a specification prior to 1.0 and have
been happily working for years.
