Mime type for annotated data

Hi Laurent,

I like this implementation guideline in two periods: test phase with a 
specific MIME-Type when MIVOT is desired, and then simplification in 
operational phase with no explicit MIME-Type (only services supporting 
MIVOT will return annotations when possible ; similarly, clients 
supporting these annotations will be happy to find them, others can just 
ignore them). I like also the temporary usage of HTTP-406, which seems 
appropriate here. It seems OK to me, on a personal and DAL-chair point 
of view.
