TOPCAT release

Hi all,

there is a new release of TOPCAT and friends:

   TOPCAT v4.8-2
   STILTS v3.4-2
   STIL   v4.0-4

Highlights include:

  - option to use thicker lines when plotting vectors, error bars,
    area outlines, pair links etc

  - taplint enhancements to validate EPN-TAP services and UCD/VOUnit values

  - TOPCAT capability to select a plot region by rotated ellipse and
    read off the corresponding algebraic expression

plus numerous miscellaneous updates and bugfixes.
