TOPCAT release

Hi topcat users,

this is to announce a new release of TOPCAT and gang:

   TOPCAT v4.6-2
   STILTS v3.1-5
   STIL   v3.3-2

There is a mixed bag of new features, enhancements and bug fixes 
this time round.  Highlights include:

   - The option to define subsets graphically by clicking on points
     to define a polygon (points may be inside, outside, above, below,
     left or right of marked region).  This is quite like the old
     blob-drawing mode, but instead of just marking rows as included
     or not, it gives you a subset defined by an algebraic function
     that you can e.g. reuse with other tables or report in a paper.

   - Additional Gaia-friendly astrometry functions, e.g.
     icrsToGal(astromUVW(array(ra, dec, parallax, pmra, pmdec, radial_velocity)))
     will calculate Cartesian components of velocity in galactic
     coordinates.

   - Improved capabilities for searching for values in table columns.

   - Single/bulk download activation action capabilities.
