VOTable errata err_2 proposal

Dear Apps members, & TCG members,

A new VOTable errata has been proposed by Tom McGlynn concerning the F0 
usage in VOTable precision attribut.

This erratum would only modify the VOTable schema by allowing F0 
precision (presently fully authorized by the standard, but reject by the 
schema)
