TOPCAT/STILTS release

Hi all,

this is to announce the following releases:

   TOPCAT v4.3-3
   STILTS v3.0-7
   STIL   v3.1-1

It's a mixed bag of small and medium-sized fixes and enhancements.
Some highlights:

   Time Plot:
      The time plot now supports multi-zone plots, which means you
      can stack multiple time plots vertically sharing the same
      time axis but with independent Y axes. This is mostly working,
      but the Time plot is still somewhat experimental, so in topcat
      you have to go looking for it in the Graphics menu.
      Some other time plot enhancements too.
      Multi-zone plots may get extended to other plot types
      in a future release.

   JEL update:
      An update of the Java Expressions Library to 2.1.1 allows some
      improvements to the expression language, including functions
      with variable numbers of arguments.  Some related simplification
      and extension of available functions too.

   VO:
      taplint (the TAP validator in STILTS) now tests the TAP
      examples endpoint, and is also sensitive to ObsCore v1.1.
      The TAP clients now use UWS 1.1 blocking rather than polling
      where appropriate.

Note also that from this release, these packages target Java SE
version 6, no longer version 5.  Since Java 5 is pretty ancient
now, I doubt if that is going to cause many people trouble.
