vote on Proposed changes to PLASTIC for 1.0

Hi Doug,

The voting table is intended just for the immediate discussion about
the proposed changes to PLASTIC for a first IVOA Apps messaging
protocol. This will be a major topic at the Apps sessions in Beijing
so I want to get as many responses as possible.

The longer term roadmap will of course need to address the more general
applications messaging problem, and describe how we proceed after this
first PLASTIC style protocol. As the dust has still been settling
after the mailing list debates I have not tried to write this into
a formal roadmap yet, but the general principle is certainly acknowledged.
